Landlord to pay £81,000 for illegal outbuilding letting

A landlord has been forced to pay over £81,000 for illegally letting an outbuilding.


Hounslow Council found that Rajinder Singh Pander had illegally constructed the outbuilding and failed to meet basic planning, housing and residential standards.

An investigation found the property was “wholly unsuitable” to live in with cramped and substandard living situations.

Pander ignored council instructions to demolish the property and continued to rent it out.

On 23rd December 2025, a judge at Isleworth Crown Court found the offence to be at the higher end of negligent culpability.

The landlord was fined £14,000 (reduced from £21,000 due a guilty plea) alongside £7,547.15 in costs.

Additionally, Pander was ordered to pay £59,496.73 in rent through a confiscation order.

“This prosecution continues our clear message that we will not tolerate landlords who put profit before people’s safety,” said councillor Tom Bruce, deputy leader at Hounslow Council.

“We always take robust enforcement action against those who choose to flout the law and undermine residents’ safety.”
