A landlord has been made to pay over £6,200 after being prosecuted for failing to license two HMOs in Brent.
In October 2025, a Brent Council investigation identified the first unlicensed HMO where six people from six separate households were living in the property.
The landlord, Mr McLoughlin, had failed to require the mandatory licence for this property.
The following month, a second property was identified by the council being let by McLoughlin.
Following the inspection, the council issued legal notices requiring McLoughlin to provide information and documents about the property. He failed to respond within the required 14 days.
The court found him guilty of failing to licence the property and failing to comply with the legal notices. He was ordered to pay £2,674.
In total, McLoughlin was ordered to pay £6,230 across both cases.
“This prosecution sends a strong message — we will not tolerate landlords operating without licenses and putting profit over the safety of tenants,” said councillor Robert Johnson, cabinet member for housing, homelessness and renters at Brent Council.
“We are committed to driving up standards in the private rented sector and will continue to take enforcement action against landlords who fail to meet their legal responsibilities.
“Licensing helps ensure rented homes are safe, well managed and meet the standards that tenants have a right to expect.”
