Durham landlord banned over licensing failure

A County Durham landlord has been banned from renting properties for two years after failing to properly license eight addresses.


County Durham Council applied for the banning order against Kamran Adil after he was found guilty of 14 offences under the Housing Act 2004 in 2023 and 2024.

Adil had been taken to court twice by the local authority, after failing to ensure minimum standards at his properties and ignoring all improvement notices issued against him.

In addition to being found guilty of these breaches, and failing to adequately license his properties, Adil was also fined £63,000 plus costs and charges.

Following the most recent conviction, County Durham Council applied for the banning order at a First Tier Property Tribunal. Adil made no representations.

Tribunal Judge Brown said: "We found that the serious sanction of a banning order is required to deter reoffending and ensure statutory and regulatory compliance and that it is a just and proportionate punishment, taking into account the need also to deter others from similar behaviour."

Councillor Joe Quinn, the council’s cabinet member for planning, investments and assets, said the selective licensing regime was in place to improve and uphold PRS standards in the area.

"Applying for a banning order was not a decision we took lightly but it reflects just how serious Kamran Adil's offences are,” added Joe.

“We hope this serves as a stark warning to other landlords and letting agents know what can happen if they fail to manage their properties to the standards required.

“And while this is a last resort, we won't hesitate to take such action again if needed."
