A landlord has been fined after unlawfully evicting a tenant, in breach of the Protection from Eviction Act 1977.
The case was brought against Stuart Lance Kellman following an investigation from Central Bedfordshire Council’s private sector housing team, launched in April 2024.
Appearing at Luton Magistrates Court on 1st August 2025, Kellman pleaded guilty to two offences — unlawfully depriving a tenant of access to their home and unlawfully removing their belongings.
These charges related to a property on North Street in Leighton Buzzard.
Kellman was fined and now carries a criminal conviction for these sentences.
“We are pleased with the outcome of this case, which reflects the seriousness of the offences and the risk posed to tenants,” said councillor Steven Watkins, executive member for housing and assets at Central Bedfordshire Council.
“We will not hesitate to take legal action against those who breach their responsibilities and put tenants at risk.
“Everyone deserves to feel safe and secure in their home, and we are committed to protecting that right.”
