Government urged to provide clarity on rental property energy rules

The government is being urged to create a “clear implementation roadmap” for its energy efficiency reforms for the PRS, according to a new cross-sector report.

The National Residential Landlords Association (NRLA) and Energy Saving Trust have made the plea following a parliamentary roundtable chaired by MP Clive Betts.

The roundtable brought together representatives from the NRLA, the Energy Saving Trust, and ten other organisations working across housing, consumer protection, energy efficiency, finance and local government.

Following the report, the NRLA and Energy Saving Trust have produced a briefing that has identified five priorities for successful delivery of the government’s plans.

These include tackling skills shortages by giving businesses greater certainty over future demand to invest in training and apprenticeships, and the supply of practical and accessible finance.

Clear and trusted advice is also required, along with stronger enforcement and consumer protection with the latter involving redress and properly resourcing for local authorities to enforce the standards.

Additionally, tenant engagement and protection is an area of focus to provide clear communication and tailored support, particularly for vulnerable households.

“[Twenty thirty] may sound some way off, but in retrofit terms it is just around the corner,” said Ben Beadle, CEO at the NRLA.

“If investment is left until the final years, we risk a scramble for installers, finance and advice that drives up costs and makes the government’s targets harder to achieve.”

Stew Horne, group head of sector intelligence and external affairs at the Energy Saving Trust, added: “To ensure successful delivery of these standards, it is essential that the right support is in place for both landlords and tenants.

“Access to green finance products, such as low-cost loans, will support landlords to invest in their properties, alongside tailored, in-depth advice to help them navigate the requirements and identify suitable measures.

“Tenants should also have access to the guidance and support they need to operate low carbon technologies once installed.”
