Rogue landlord fined £5,000 over safety failings

A rogue landlord has been fined £5,000 after failing to comply with housing safety and energy efficiency standards.


Tandridge District Council issued two penalty notices to Ashraf Talukder following an investigation into concerns over his property’s condition and compliance.

In 2025, it was found that his flat — occupied by three people — had a lack of fire precautions, electrics in poor condition, no fully functioning kitchen and windows that couldn’t be opened fully.

Though some improvements were made after an improvement notice was issued in October 2025, other issues remained outstanding.

A £3,000 fine was issued due to ongoing health and safety risks after the owner failed to rectify some of the issues outlined in the improvement notice.

An additional fine of £2,000 was issued for letting the property without a valid EPC which is an offence.

“We work with landlords to help them understand and meet their legal responsibilities, but where serious hazards are identified and improvement notices are ignored, we will take formal enforcement action,” said councillor Deb Shiner, chair of community services at Tandridge District Council.

“This case demonstrates our commitment to protecting residents from unsafe housing and holding landlords to account.”
