Fix flawed Renters Rights Bill, Propertymark urges govt

Propertymark has urged the government to “fix” the Renters Rights Bill, with the legislation undergoing the report stage throughout July.


The bill is being addressed in the House of Lords on the 7th and 15th July, having already been discussed on the 1st.

Propertymark has submitted a briefing to the House of Lords, flagging a “real concern” that “overly restrictive” regulations could further reduce housing supply in the UK.

The group is therefore arguing for a “realistic lead-in time” to give letting agents more time to prepare, with a minimum six-month implementation period recommended.

Propertymark is also “deeply concerned” about capacity in the court system given Section 21 ‘no fault’ evictions will be removed under the bill.

This would force landlords, with little recourse to evict tenants, to pursue matters through the courts.

In addition, Propertymark is urging the government to consider extending the current deposit gap.

Propertymark argues that this would help deliver on the aim of addressing challenges around rent in advance, also supporting landlords to take on more risk.

“The report stage allows another opportunity for the UK government to engage with the sector and ensure the legislation is fit for purpose and reduces costs for landlords and tenants,” said Nathan Emerson, CEO at Propertymark.

“We urge policymakers to listen to the sector and make the necessary changes to safeguard supply, stability and standards in the private rented sector.

“Propertymark remains committed to working with parliament to achieve legislation that works in practice, not just on paper.”
