Landlord fined over ignored improvement orders

A landlord has been fined for failing to adhere to improvement orders issued in light of a previous HMO breach.


The landlord had previously pleaded guilty and been fined in relation to requirements under HMO licensing.

In that case, a tenant at the property in Watnall, Northamptonshire had complained to Broxtowe Borough Council.

The council had inspected the property and served the landlord legal notices requiring him to provide information about the tenants and their tenancy agreements.

After failing to engage with the investigation, the landlord pleaded guilty and in a September 2024 hearing was fined £581. He was also ordered to cover the council’s £1,129.16 of costs and a victim surcharge of £232.

At this point the council also issued an enforcement notice to carry out several repairs noted at the property.

These included fixing water leaks, repairing door handles, installing additional fire alarms, replacing door locks and repairing faulty sockets.

When the landlord again failed to engage, the council brought about another prosecution.

The landlord, who failed to attend a hearing in February 2025, was found guilty of failing to comply with the improvement notice.

He was fined £660 for each offence and ordered to pay the council’s costs of £1,226.05 as well as a victim surcharge of £528.
