87% of London boroughs now have an active selective or additional licensing scheme

According to Kamma’s annual property licensing report, 32 new property schemes were launched by councils in England and Wales in 2023 — and London spearheaded this trend, with 87% of boroughs currently having an active scheme.


Southwark launched two selective licensing schemes in 2023, with five additional or selective schemes in practice. 

Redbridge saw one additional and one selective scheme launched in 2023, with another selective scheme due to start in April 2024.

Brent unveiled one new selective licensing scheme, with one selective scheme due to start in April 2024.  

The report also said that total fines for “rogue” landlords and letting agents crossed the £9.8m mark, an increase of over £1.5m from the beginning of 2023. 

Essex contributed to the high numbers of fines significantly, with one fine being £175,000 — caused by “squalid” living conditions and no maintenance.
